What Claude Code is
Claude Code is a commercial product from Anthropic. Its documentation describes it as an agentic coding tool that reads your codebase, edits files, runs commands and integrates with your development tools. It runs in the terminal, in VS Code and JetBrains IDEs, in the Claude desktop app and on the web, where sessions run in Anthropic-managed cloud environments.
It uses Claude models, either through a Claude plan or the Anthropic Console, or through cloud providers such as Amazon Bedrock, Google Cloud and Microsoft Foundry. It connects to other tools through MCP, follows project instructions in CLAUDE.md, uses skills (SKILL.md files that follow the open Agent Skills standard), runs hooks before or after its actions and spawns subagents that work in parallel.
Why we say Claude Code runs local and hybrid agents
Claude Code is no longer only an assistant you type to. According to its documentation (checked on October 6, 2026), a team can use it to run agent work in three places:
- Local: in the terminal, IDE or desktop app, against real files and tools on the team's own machines. Desktop scheduled tasks run on your machine with access to local files, and the CLI can run non-interactively (claude -p) in scripts and CI.
- Cloud: web sessions and routines run in Anthropic's cloud, so routines keep running when your computer is off and can also trigger on API calls or GitHub events. In Slack, mentioning @Claude starts a cloud session from the conversation.
- Hybrid: Remote Control lets you drive a local session from your phone or a browser, and channels (a research preview) push messages from Telegram, Discord, iMessage or your own webhooks into a running local session. Those events only arrive while the session is open.
- Custom agents: the Agent SDK gives you the same tools, agent loop and context management that power Claude Code, as a Python or TypeScript library, in a process you operate.
What OpenClaw is
OpenClaw is a free, open-source agent under the MIT License, stewarded by the OpenClaw Foundation. Its documentation describes it as a self-hosted gateway that connects chat apps to AI agents: WhatsApp, Telegram, Slack, Discord, Signal, iMessage, Microsoft Teams, Google Chat and more through plugins. The gateway is the single source of truth for sessions, routing and channel connections, and it routes work to isolated sessions per agent, workspace or sender.
Each agent uses the model you choose, from Anthropic, OpenAI, Google, Mistral and others, or a model served on your own infrastructure. It keeps memory between conversations, learns procedures through skills (SKILL.md files) and runs work on its own through cron jobs, hooks and webhooks. In a company, that means agents for customer service, follow-ups, reporting, coordination or document work that people reach by chat, at any hour.

When to use Claude Code
- Your developers need to build features, fix bugs, write tests, review pull requests or modernize a codebase.
- You are building the skills, MCP connectors and integrations that your agents, including OpenClaw agents, will use.
- A person or a small team needs an agent that works on their own files and tools, locally, with a human at the keyboard or close by.
- You need scheduled or event-driven work tied to a repository: morning PR reviews, CI failure analysis, dependency audits.
- You want to build a custom agent on the same engine with the Agent SDK.
When to use OpenClaw
- The people who need the agent are not developers and already work in WhatsApp, Slack, Teams or Telegram.
- The work must run around the clock and proactively: follow-ups, reminders, status reports, customer questions, consolidating information from several systems.
- You need each agent hosted on infrastructure you control, with a choice of model per task.
- You want one agent per role or process, each with its own permissions and owner, rather than one assistant per person.
How they work together
In most companies they are complements, not competitors. Claude Code is the workshop: developers and operators use it to write and test the skills, connectors and integrations an OpenClaw agent needs, review them like any other code, pin their versions and then deploy them to OpenClaw. OpenClaw agents are the operation: they run the process day to day, 24/7, in the channels where the business already talks. Since both use SKILL.md files, the review discipline is the same; check compatibility before reusing a skill across tools.
OpenClaw can also use Claude models through Anthropic, so a company can standardize on Claude for building and for operating while keeping the operational agents self-hosted.

Governance applies to both
Either tool can act with real permissions, so the same questions apply: which identity does the agent use, which data can it reach, which actions need a person, where are the logs, and who owns it. Claude Code gives organizations managed settings, permission rules and sandboxing, and lets admins decide whether channels are enabled and which channel plugins may run. OpenClaw leaves more to whoever deploys it, which is why we deploy it with AgenticOS and our public security framework.
